During China’s two sessions, we can always hear about the word "proposal". Through the proposals, the members of Chinese People's Political Consultative Conference (CPPCC) express their opinions and suggestions on national issues. The relevant departments are to carefully handle each proposal and provide responses by rules, and each year, the last-year handling rates would be reported to the public.
So, what role does the proposal play in China's governance?
Here is an example. China started carrying out a five-day workweek in 1995. Before that, it was an average of 44-hours-per-week working system. How did China make the transition to the five-day workweek?
At the two sessions in 1995, four CPPCC members put forward a proposal of “a five-day workweek system". It was said that "there is a growing demand among employees for five-day work system...”
10 days or so later, the State Council decided to implement a five-day workweek system from May 1st of the same year.
2024 marks the 75th birth anniversary of the CPPCC. There have been more than 100,000 proposals in the past 75 years. In 2019, the National Committee of the CPPCC selected influential proposals throughout the past 70 years, the “ five-day workweek proposal” is included.
Looking at the list of the proposals, many of them witness the specific milestones of China’s development. For example, the establishment of Teacher's Day, abolishing agriculture taxes, discussion on the construction of the Three Gorges Dam Project, and so on. The characteristic of proposals of the CPPCC is that they may seem far away from daily life, but are close enough to directly influence everyone.
