A state-owned enterprise announced that 5 of its employees were “elected“ as members of the 14th National Committee of the Chinese People's Political Consultative Conference(CPPCC). It is necessary to point out that “being elected” is an incorrect wording, and in fact, such mistake is not the first time it has occurred. Both media and institutions may make expression errors.
In China, the system of multiparty cooperation and political consultation under the leadership of the Communist Party of China (CPC) is a basic element of China’s political framework. The CPPCC is a special consultative body and an important part of the national governance system. More than 2000 members across 34 sectors carry out political consultation, democratic supervision, and participation in and deliberation of state affairs.
As we know, the deputies to the National People's Congress (NPC) are “elected”, but how are CPPCC members formed? It is about "negotiating".
Generally speaking, the first process of choosing members is nomination and recommendation. The nominees are negotiated and referred by the CPC and other political parties, people's organizations and non-affiliates, etc.
The second step is to negotiate and determine the nominees list, which is evaluated by relevant departments of the Party Committee of the CPC, and is formed through repeated consultation with each source of recommendation.
Then the proposed list of members will be submitted to the meeting of the Standing Committee of the CPPCC for consultation and voting, which shall be passed with the approval of more than half of all members.
After all steps mentioned above, a list of more than 2,000 members is released to the public.
The first meeting of the CPPCC was held before the birth of the People's Republic of China. In September 1949, the first plenary session of the CPPCC was held. 662 representatives from 46 units attended the conference. As China was not capable to hold the NPC at that time, this epic conference, which exercised the powers of the NPC on behalf, announced the founding of the People's Republic of China.
In 1954, the meeting of the NPC was finally convened and the process of electing deputies began.
Comparing to the deputies to the NPC, members of the CPPCC are formed in a different way and contain different roles. For instance, NPC deputies "deliberate" the government work report of the State Council, while members of the CPPCC are to “discuss and put forward suggestions”. From this perspective, we can understand the difference better.
