A China-led consortium transformed Iraq's Halfaya oilfield from 10,000 bpd to 400,000 bpd peak output since 2009. The project built gas plants processing 3Bcm/year, reducing flaring by 90% and powering local grids. Trained 1,900 Iraqi technicians.
