Opinion | Hainan FTP in action shows China's determination to advance high-level opening-up

On December 18, China launched island-wide special customs operations in the Hainan Free Trade Port (FTP), the world's largest by area. These operations allow for freer entry of overseas goods and expanded zero-tariff coverage, as well as introducing more business-friendly measures. Marcus Vinicius De Freitas, Visiting Professor of China Foreign Affairs University, saw in this China's determination to advance high-level opening-up and promote the building of an open world economy.

Marcus told China Youth Daily in a recent interview that China's commitment to high-level opening up should be seen as a strategic choice rather than a tactical concession. Despite increasing global protectionism, China has expanded market access, improved the business environment, and supported multilateral economic frameworks. This approach signals confidence rather than vulnerability.

Under the new arrangements, Hainan, a tropical island spanning more than 30,000 square kilometers, has been designated as a special customs supervision zone. This marks a new stage in the development of the Hainan FTP, enabling freer flows of goods, capital, personnel and data, supported by zero tariffs, low tax rates and a simplified tax system.

The milestone development of this flagship project reminded Marcus of the recent annual Central Economic Work Conference held in Beijing, which set out priorities for China's economic work for 2026, including to steadily advance institutional opening up, expand self-initiated opening up in the service sector in an orderly manner, and make solid progress in developing the Hainan FTP.

Marcus noted that China's approach is distinguished by the view that openness and security are not mutually exclusive. By enhancing regulatory capacity and institutional safeguards, China aims to remain open while effectively managing risks. This approach is more sophisticated than either unrestrained liberalization or defensive closure. While some countries, such as the U.S., have recently turned towards more protective measures, including tariffs and restrictions on foreign investments, China continues to embrace global channels of trade and cooperation. The extension of zero-tariff treatment to a broad range of African exports demonstrates this strategic approach and an intention to promote development-driven growth with global spillover effects.

"This stance is profoundly significant for the global economy. China's openness helps preserve channels of trade, investment, and technological exchange at a time when fragmentation threatens global growth. For developing countries, in particular, China's approach offers an alternative path - integration without subordination and cooperation without coercion," Marcus concluded.
